Constitution of the
Kansas Veterinary Technicians Association Preamble
 

The purpose of the Kansas Veterinary Technicians Association is:

  1. to promote professionalism, pride, responsibility, and encourage leadership.

  2. to abide by state laws, regulations, and restrictions that are applicable to the Kansas Veterinary Technicians Association.

  3. to maintain continual communication and cooperation between the Veterinary Medication Associations and Kansas Veterinary Technicians Association.

  4. to support continuing education and inform members of any related information that would pertain to the veterinary technology field.

  5. to develop and active social relationship among the members.

  6. to uphold the Constitution, by-laws, and ethics of this organization.

  7. to maintain the highest professional standards possible concerning Kansas veterinary technicians, veterinarian, and client relationships.

Article I: Name
The association shall be know as the: Kansas Veterinary Technicians Association (K.V.T.A.).

Article II: Membership
Section I

Voting membership shall extend to all veterinary technicians both active and inactive who are registered in the state of Kansas regardless of race, sex, creed, or religion.
Section II
Associate membership shall extend to all graduate veterinary technicians who are not registered in the state of Kansas.  Associate membership shall also extend to students who are currently enrolled in a program of study in veterinary technology in the state of Kansas and are active in the Student Veterinary Technology Association.
Section III
Only voting members are eligible to hold an office and are allowed one vote each.
Section IV
Compliance to the letter and intent of the Kansas Veterinary Law will be required by all members.
Section V
The membership year will run from November 1st to October 31st.
Section VI
Annual dues are $25.00
Section VII
The annual meeting will be held during the continuing education conference held at Colby Community College each year.

Article III: Officers
Section I
The President shall:

  1. preside at all the meetings, observe and enforce the Constitution and by-laws.

  2. have the power to create or appoint any office, committee, or meeting subject to the approval of the Executive Board.

  3. have the power to table any decisions of the association until the Executive Board approves such decision.

  4. serve as a representative to the Kansas Veterinary Medical Association.

  5. preside over Executive Board business meetings in the absence of the Chairperson of the Executive Board.

  6. become the Chairperson of the Executive Board for the length of one year after their term of President is completed.

  7. hold office for one calendar year starting on January 1st and ending December 31st.

Section II
The President – Elect shall:

  1. assume the duties of the President in the President’s absence.

  2. assume the Presidency in the event that the President is unable to finish his/her term.

  3. upon completion of the first year in office, serve one year as President, followed by one year as Chairperson of the Executive Board.

  4. be actively registered and residing in the state of Kansas.

  5. hold office for one calendar year starting January 1st and ending December 31st.

Section III
The Secretary-Treasurer shall:

  1. record and publish the minutes of any official association meeting and Executive Board meeting.

  2. inform all members of matters regarding the association, its members, and our profession.

  3. be responsible for a status list of all members with names and addresses.

  4. keep an accurate record of all financial transactions and shall give a financial report at the beginning of each official association meeting.

  5. have the Executive Board’s approval before money  may be allotted for an expense.

  6. submit a monthly financial statement to the Chairperson of the Executive Board.

  7. be elected annually and shall be actively registered and residing in the state of Kansas.

  8. hold office for one calendar year starting January 1st and ending December 31st.

  9. mail membership renewal forms on or before September 1st.

Section IV
The One-Year Member-at-Large shall:

  1. be an executive vote from the general population of members.

  2. hold office for one calendar year starting January 1st and ending December 31st.

  3. be actively registered and residing in the state of Kansas.

Section V
The Two-Year Member-at-Large shall:

  1. be an executive vote from the general population of members.

  2. be the handler of the organization’s promotional booth.

  3. hold office for two calendar years starting January 1st and ending December 31st of the second year.

  4. be actively registered and residing in the state of Kansas.

Section VI
The National Association of Veterinary Technicians in America (NAVTA) Liaison shall:

  1. be the Kansas state representative to NAVTA.

  2. hold office for one calendar year starting January 1st and ending December 31st.

  3. be an active member of NAVTA.

  4. be actively registered and residing in the state of Kansas.

  5. the NAVTA Liaison may not succeed him/herself.

Section VII
The Representative to the Registration Board shall:

  1. serve as a representative of KVTA and Kansas registered veterinary technicians to the Registration Board.

  2. hold office for one calendar year starting January 1st and ending December 31st.

  3. be actively registered and residing in the state of Kansas.

Section VIII
The Chairperson of the Executive Board shall:

  1. preside over the Executive Board business meetings.

  2. hold office for one calendar year starting January 1st and ending December 31st.

  3. be actively registered and residing in the state of Kansas.

Article IV: Executive Board
Section I

The Executive Board shall consist of the Chairperson of the Executive Board, President, President-Elect, Secretary/Treasurer, the Representative to the Registration Board, One and Two-Year Members-at-Large, and NAVTA Liaison.
Section II
Initially, one member at large will be elected for a one-year term and one for a two-year term.  Thereafter, one member-at-large shall be elected annually and one biannually.  A member at large may not succeed him/herself.
Section III
The Executive Board shall be the chief administrative body of the organization and have charge of all association affairs.
Section IV
The Executive Board will rule on any charges of misconduct against a member.
Section V
Executive Board meetings shall be held prior to any official meeting and also in special sessions as deemed necessary by the President.
Section VI
The Executive Board may function with a quorum of five members.

Article V: Elections
Section I

The nominating committee is appointed annually by the President and is empowered to officiate over election procedures.
Section II
The powers of the nominating committee should not be construed as to limit cominations from the general membership.
Section III
Voting will be by secret ballot.
Section IV
The nominating committee will present nominations for the officers at the annual meeting in October.  Floor nominations will be accepted.  Nominations will be compiled into ballot form and mailed to the voting members by the nominating committee.
Section V
Voting will be by secret ballot.  Ballots will be returned to the administrative assistant to the KVMA where results will be tabulated for distribution to the general membership.

Article VI: Amendments to the Constitution
Amendments to the Constitution may be made by a two-thirds (2/3) majority vote of the voting members, provided that statements of such prepared amendments have been introduced 60 days prior to voting.

Article VII: Amendments to the By-Laws
The by-laws may be amended by a majority vote by the voting members present at a regular meeting.

Article VIII: Parliamentary Code
The organization shall use and follow Robert’s Rules of Parliamentary Procedures.

Article IX
The Kansas Veterinary Technicians Association shall exist as a non-profit association.
